Electronic
Telecommunications Specialist for Stuttgart, Germany (four positions available)

Job Requirements

Experience
- Five years installing, debugging, troubleshooting, repairing
and correcting computer and peripheral faults including software problems.
- Alternatively, two
years installing, identifying, locating, repairing, replacing and
correcting cable faults; testing copper core and fiber optic cable local
area networks (LAN) and wide area networks (WAN).
Knowledge
- Proper installation procedures of computers and
peripherals
- Diagnostic testing to isolate hardware problems in
computers and peripherals
- General knowledge of the capabilities of standard 'off
the shelf' software
- Alternatively,
experience in the design, installation and maintenance of Local/Wide Area
Networks or have received specialized training on the same to include the
use of test equipment such as Test-all Fours, Penta scanners, Time Domain
Reflectometer MT-350, Fiber Optic Loss set 938A and Fiber Optic Talk set
937B.
- Training and experience
received through the military on computer/network installation and
maintenance are suitable to qualify for this position.
Education
- High school diploma. Courses in basic computer use and
maintenance and/or network installation and maintenance are desirable.
Physical
- Physical effort is required moving equipment into place
in cramped office environments and in the carrying of large tool boxes.
Travel
- Extensive travel to work locations via both privately
owned vehicle as well as military/commercial aircraft. Access to a vehicle
capable of performing the travel as well as a valid driver's license and
insurance for the locations where travel shall be performed is required.
Languages
- It is preferable that you be bilingual in both English
and the host country language. Most work locations involves working with
Americans but there are instances that require conversations with local
nationals in the normal course of business.

Responsibilities
- Installation, testing and operation of the Defense
Information Systems Network (DISN) Video Services - Global (DVS-G) hub and
Video Services Management System (VSMS) in support of US Forces in Europe.
- Participates in the definition of requirements, network
modification, configuration, troubleshooting, operations and maintenance
of all video and network management in the European Theater of operations.
- Configure
video-teleconferencing equipment to support multiple simultaneous non
secure, secret or top secret video teleconferences.
- Assess and analyze Hub
and VSMS operational efficiency, recommending and executing modifications
as approved by the Video Management Center (VMC)
- Continuous dialogue and
coordination with Government users, Government Administrators, other DISN
Contractors and various commercial vendors.
- Perform troubleshooting
and diagnosis for assignment of corrective action, apply Automated
Information System (AIS) hardware and software knowledge to rapidly
isolate system troubles or poor performance caused by failing or failed
equipment.
- Handling all
correspondence and activities related to fault isolation and network
restoration activities to maintain a unified system status presentation.
- May be responsible for
personnel management and supervision.
Duties
- Operation of telecommunications equipment to establish
dedicated and switched video-teleconference non-secure and secure
conference calls.
- Troubleshooting video network problems and recommending
or executing corrective action as indicated.
- Operate and maintain VSMS Automated Information Systems
including configuration, backup and user profiles.
- Serve as POC for resolution and reconfiguration of
network components to support service restoration to CONUS DVS-G hubs in
contingency situations.
- Configuration of Multi-point Control Unit (MCU),
Digital Cross Connect Switch (DCCS), Inverse Multiplexor (IMUX), DSU's and
related video electronic communications equipment.
- Maintain system status and troubles in the Remedy
system.
- Maintain AC&E VC Wizard Reservation System
Software.
- Operation of Type I Encryption devices to support
classified video teleconferencing.
- Testing and validating new system hardware, software
and firmware releases.
- Participating in a wide range of studies/analysis
relating to network management and system technical enhancements.
- Advise the Government on the need to increase or
reconfigure Government Furnished Equipment and Service due to change in
network or video-teleconferencing service demands.
- Provide Government User support to video conference
call setups and troubleshooting.
- Monitor the network security posture of the DVS-G hub
and respond to detected or indicated unauthorized system access in
accordance with established procedures.
Qualification Requirements
- Education
- High School Diploma and
six months formal/factory training in computer systems and electronic
communications equipment.
- Experience
- Ten years of field
experience in communications/computer systems.
- Six months formal
training at an accredited school is acceptable for two years of field
experience.
- Experienced in
detecting, troubleshooting and correction of computer software and
hardware system problems.
- Have clearly documented
experience in the operation of the MCU.
- Demonstrated experience
in the operation and diagnostics of:
- HP9000 Servers or
equivalent
- LAN/WAN Networks
- TCP/IP
- HP OpenView
- Remedy
- Cisco routers
- Must have an active
security clearance.
